to first consider how varied this general label really is! At first thought, we
probably think about those imprisoned – and that’s logical. BUT… there are
other categories too! Please review this data…and focus on trends. What trends
can we identify in category subsets? Research the costs of each category. Which
is the more cost-effective mechanism? Which types of offenses would represent
danger or risk that would outweigh cost efficacy? There are some great links to
